Special Policy Associate for Equity

The Mayor issued Executive Order 45 on May 8, 2019, which directs the Mayor’s Office of Operations, through the Mayor’s Office of Economic Opportunity, to work with agencies and offices within New York City government to ensure that equity is an integral consideration in all policymaking, programs and initiatives. Specifically, it instructs agencies and offices to:


The Special Policy Associate to Equity will be responsible for supporting the implementation of EO45 by:

  • Providing individualized guidance and support to City agencies regarding institutional equity principles and strategies, in order to advise agency-specific equity assessments and plans to reduce disparities.
  • Helping to shape the assessment framework so that agencies can identify priorities, develop strategies to address disparities, and creating results-oriented metrics.
  • Advising other members of the EO45 implementation team on the development of written guidance and other technical assistance products for agencies to use in completing the requirements of EO45.
  • Serving as a key point of contact for agencies with questions about improving diversity, equity, and inclusion practices as well as about the implementation of Executive Order 45.
  • Researching and reviewing best practices from other municipalities, in order to advise agencies about emerging national and local trends related to social equity and justice.
  • Developing and leading trainings for employees of the City of New York on implementing equity assessments and plans.
  • Execute special projects as necessary.

  Skills We're Seeking

Experience discussing issues of race, gender, and social inequality in a professional context, and knowledge of concepts such as social justice theory, implicit bias, historical sources of disparities, as well as individual, institutional, and structural racism and oppression.

Experience with issues of management, policy, and program delivery, and the ability to apply equity concepts to operational challenges.

Ability to develop and maintain cooperative and effective working relationships with a variety of individuals, groups, and organizations.

Strong facilitation skills, and ability to coach stakeholders through difficult conversations.

Ability to maintain a high level of accuracy, transparency and accountability in all work product.

Highly organized and detail‐oriented.

Excellent oral and written communication skills.

Experience in government is a plus.

  Education and Experience

A Masters degree (MPA/MPP or related degree preferred) plus at least 3 years relevant work experience or, a Bachelors degree plus at least 5 years relevant work experience
