Special Advisor for Project Delivery

NYC Opportunity seeks a Special Advisor (SA) to manage cross team project delivery by developing internal systems and routines to ensure work benefits from all of the office’s relevant expertise. The SA will also create a capacity building strategy that:

More broadly, the SA will work with NYC Opportunity leadership to advance the use of data and evidence based decision making within New York City government.

The Special Advisor has experience with using data and research to inform decision-making within government, as well as experience with performance management strategies focused on improving outcomes for low income individuals across multiple program areas (e.g., employment, child welfare, homelessness, etc.).


  Responsibilities

This position will report to the Deputy Executive Director and will work with all of the units within the office.

  • Support Cross Team Project Delivery
    • Support Cross Team Project Delivery.
    • Develop, oversee, and iterate internal unit routines to identify and utilize relevant team expertise.
    • Manage system for tracking all projects and identify opportunities and challenges.
  • Develop a Capacity Building Strategy to Support the Work of City Agencies
    • Create capacity building strategy and lead process to produce relevant work product (tools/tactic, “courses,” office hours, etc.).
    • Work with senior team to structure and manage defined “Services” for Agencies. Define menu across teams of standardized engagement options with agencies, separate from “portfolio” projects. Includes capturing existing practices and potentially identifying/building new ones.
  • Advance Use of Data and Decision Marking within City Government Systems
    • Work with senior team to leverage points in City practices for to advance use of data and evidence for decision-making. Includes NYC Opportunity working relationship with other citywide offices, mayoral units, and task forces.
  • Coordinate with diverse City government partners and manage inter-agency partnerships.
  • Regularly analyze data and research, reflect on lessons learned from NYC Opportunity’s work, and share insights via meetings, written products, speaking engagements, etc.
  • Research best practices and develop standards and criteria for program outcomes.
  • Supervise staff, fellows, and/or interns and tasks assigned to others, as needed.
  • Execute special projects as necessary.

Self‐motivation to guide a project through design, execution, and completion while engaging the support of the team/ management.

Ability to establish productive and collaborative relationships with all levels of staff, inside and outside of the city and other governmental and non‐governmental agencies.

Highly organized and detail‐oriented.

Excellent oral and written communication skills

Experience in government is a plus.

  Education and Experience

A Masters degree (MPA/MPP or related degree preferred) + at least 8 years relevant work experience or a Bachelors degree + at least 15 years relevant work experience.
