Policy Advisor

Within NYC Opportunity, the Enterprise Data Solutions team takes innovative approaches to integrate data across agencies to improve the delivery of social services, expand service outreach and inform public sector analytics and research. EDS views data as a valued asset that can be leveraged responsibly to increase equity and opportunity for all New Yorkers.

To do this work, we use proven strategies to responsibly bring together data. One of the ways we accomplish this is through Worker Connect, our flagship technology. Worker Connect provides access to administrative case data and documents from multiple New York City agencies through a single online portal. Caseworkers can search for clients and retrieve demographic information, household data, service interactions and casefile documents. Users of Worker Connect only access information that they have been authorized to view based on their role and all applicable laws and regulations.


  Responsibilities

The Policy Advisor will be part of the Governance and Policy team. The Policy Advisor will execute knowledge gathering, user research, and data governance methods to pull together data in an intelligent and cohesive manner. They will work closely with design, data and technology team members, to better understand the data and the consumer.

  • Engage program staff and caseworkers in using integrated data systems like Worker Connect to improve case decisions and service coordination.
  • Research and pursue strategies to raise awareness about EDS products and services. This could include developing strategies for marketing to stakeholders and participating in sector relevant events and competitions.
  • Prepare and facilitate stakeholder interviews, usability testing, and workshops for users of EDS data products and services.
  • Synthesis research to generate insights that inform design and functionality decisions for EDS products and services.
  • Develop and maintain a repository of product and user success stories.
  • Survey agencies data needs for critical policy objectives.
  • Regularly analyze data and research, reflect on lessons learned from NYC Opportunity’s work, and share insights via meetings, written products, speaking engagements, etc.
  • Research data sources and requirements to develop compelling cases for data sharing.
  • Research government data sharing best practices.
  • Track developments in data technologies and trends.
  • Write document deliverables to be shared with legal counsel, program staff and executive leadership.
  • Perform other duties as assigned.

Coordinate with diverse City government partners and manage inter-agency partnerships.

Regularly analyze data and research, reflect on lessons learned from NYC Opportunity’s work, and share insights via meetings, written products, speaking engagements, etc.

Ability to think creatively, embrace new approaches and pioneer innovative solutions to intricate problems, while working collaboratively with a diverse constituency.

Self‐motivation to guide a project through design, execution, and completion while engaging the support of the team/ management.

Ability to establish productive and collaborative relationships with all levels of staff, inside and outside of the city and other governmental and non‐governmental agencies.

Highly organized and detail‐oriented.

Excellent oral and written communication skills.

Proficient in MS Office: PowerPoint and Excel.

  Education and Experience

A master's degree from an accredited college in public administration, public policy, economics, information technology, data science, finance, sociology, political science, urban studies or a closely related field, and two years of satisfactory full-time professional experience in government or non-profit sector. Or,

A baccalaureate degree from an accredited college and four years of professional experience in the areas described in "1" above.
