Developer, Data Integration - Ending the Poverty to Prison Pipeline

Within NYC Opportunity, the Enterprise Data Solutions team takes innovative approaches to integrate data across agencies to improve the delivery of social services, expand service outreach and inform public sector analytics and research. EDS views data as a valued asset that can be leveraged responsibly to increase equity and opportunity for all New Yorkers.

As part of a comprehensive effort to reform and reinvent New York City’s approach to criminal justice and policing, the City of New York is launching an “Ending the Poverty to Prison Pipeline” initiative that addresses the recommendations surfaced in the Police Reform and Reinvention Collaborative draft plan. Within this initiative, NYC Opportunity will be focused on developing solutions and furthering recommendations that connect low-income and justice-involved clients and their families to new or improved streamlined services and supports that center community needs, and prevent or reduce justice system contact.

To support this initiative, the Developer will be part of the Integration Services of the EDS team, primarily responsible for providing timely and accurate data that enable data analytics and research that drive long-term policy and program development. Our back-end stack includes Oracle DB, AWS Cloud, IBM DataStage/QualityStage ETL and IBM Master Data Management (MDM).


  • Contribute to the design, implementation, support and ongoing enhancement of our data repositories (including data lake, data warehouse, and master data management).
  • Develop appropriate load and transformation processes to ensure data is loaded correctly into data infrastructure(s).
  • Design processes to test, measure and ensure data quality.
  • Create and maintain documentation of the physical and logical data models; data dictionaries; and ETL processes via process flow diagrams.
  • Design and manage the information access and security requirements for stored data.
  • Define and implement production release requirements and sustainment architecture.
  • Product high quality technical documentation.
  • Support the team directors and fellow team members as needed.
  • Othe duties as assigned.

  Skills We're Seeking

Proficient knowledge of most common relational databases including Oracle, PostGreS, Microsoft SQL Server, MySQL, MongoDB, CouchDB, etc

Working knowledge of fundamental data concepts in dimensional data modeling, APIs (REST or SOAP), ETL/ELT and data lakes and warehouses.

Experience as a developer on projects involving data management, engineering or integration.

Respect for privacy principles related to managing administrative data.

Experience working with DataStage and QualityStage or IBM MDM is a plus.

Experience working with cloud computing integration such AWS, Azure.

Excellent communication and presentation skills, both verbal and written.

Experience with an agile, iterative development process and version control tools such as Git, GitHub, Subversion.

  Education and Experience

Bachelor's or Master's degree in technology or equivalent preferred with 5+ years of professional experience.

The salary range for this position is $90,000 - $130,000 commensurate with experience and qualifications.
