Data Scientist

Within NYC Opportunity, the Enterprise Data Solutions team takes innovative approaches to link data in a meaningful way as a means to help inform decision-making by City-wide stakeholder groups, including leadership, agencies, providers, and clients. EDS views data as a protected asset that can be responsibly leveraged across digital products to support analytical initiatives, facilitate knowledge sharing, and develop policy strategy.

The Data Scientist will be responsible for supporting research and analysis to better coordinate social services by applying data science techniques to pull insights from large and integrated datasets. The Data Scientist will have a unique opportunity in the City government to directly work with in-house data engineers, data governance specialists, and product managers.


  Responsibilities

Analytics and Data Science

  • Conduct targeted analytics to produce vibrant analyses, data visualizations, and dashboards.
  • Support the development of presentations, recommendations, and reports that will be shared with executive leadership.
  • Contribute research and content to Workforce Data Portal and support the maintenance and updates of the Portal with senior staff.
  • Apply statistical analysis and modeling techniques to a range of different datasets related to social services and equity to measure the impacts of programs and services on neighborhoods or NYC residents.
  • Other duties as assigned.

Data Management

  • Participate in quality assurance (QA) processes to ensure raw data quality.
  • Partner with the data engineering team to maintain and improve code to automate recurring reporting processes.
  • Assist in technical database designs and planning and managing the integration of novel datasets.

Data Governance

  • Support EDS’ efforts to fully document data, systems, and products.
  • Take an active interest in learning about data that City agencies use and need.
  • Respect and promote our core principles of data governance, privacy and ethics.

Experience working closely with communities who are engaging with public services and programs and/or has lived-experience engaging with public services and programs.

Experience in policy, government or non-profit, in particular with low-income and vulnerable youth and families is a plus.

Experience using Python, SQL, R or other tools for analyzing large data sets.

Have a general understanding of Agile methodology and practice.

Comfort with pivoting between projects that require independent accountability and projects that involve cross-team collaboration.

Ability to think critically and detailed oriented.

Strong communication and presentation skills, both verbal and written.

  Education and Experience

A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science, or

A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization.

  Benefits and Compensation

This is a permanent, full-time position offering competitive salary and benefits. The salary range for this position is $86,830-$94,761 commensurate with experience and qualifications.
