Senior Management Advisor

The Mayor’s Office for Economic Opportunity (NYC Opportunity) helps the City apply evidence and innovation to reduce poverty and increase equity. We advance research, data and design in program and policy development, service delivery, and budget decisions. Our work includes analyzing existing anti-poverty approaches, developing new interventions, facilitating the sharing of data across City agencies, and rigorously assessing the impact of key initiatives.

NYC Opportunity manages a discrete fund and works collaboratively with City agencies to design, test and oversee new programs and digital products. NYC Opportunity also produces research and analysis of poverty and social conditions, including its influential annual Poverty Measure, which provides a more accurate and comprehensive picture of poverty in New York City than the federal rate. Part of the Mayor’s Office of Operations, NYC Opportunity is active in supporting the de Blasio administration’s priority to make equity a core governing principle across all agencies.

Under the direction of the Director of Programs & Evaluation and the Director of Strategy & Operations, the Senior Management Advisor will coordinate office operations, fiscal processes, performance monitoring, and data reporting for NYC Opportunity.


  Responsibilities

Tasks will include, but are not limited to:

  • Manage and track purchasing and spending, working closely with the Human Resources Administration (NYC Opportunity’s fiscal agent) to facilitate fiscal processes.
  • Manage and track procurement and contracting processes, working closely with the Human Resources Administration and other City Agencies as needed.
  • Oversee an Executive Administrative Coordinator with responsibility in areas that include:
    • Prepare and submit documents related to approval and payment for staff travel and procurement of vendor services.
    • Administer and track the processing of evaluation contracts and spending.
  • Support on-boarding, troubleshooting, and oversight of evaluation contracts generally.
  • Support the Director of Strategy & Operations to develop and manage office-wide activities such as professional development offerings, quarterly all-staff meetings, and intra-office communication processes.
  • Support hiring, onboarding, supervision, and training for NYC Opportunity staff and fellows.
  • Work with NYC Opportunity program staff to ensure implementation of appropriate metrics and program targets across 30+ programs, collect and analyze program and financial data and report findings to senior leadership, NYC Opportunity staff and external partners, and ensure data quality.
  • Analyze programmatic and financial data to monitor progress, assess performance benchmarks, and highlight best practices to support program operations and policy development.
  • Continuously assess and improve monitoring and performance management systems, including improving internal systems, training new staff and others in NYC Opportunity systems, creating databases and dashboards, and exploring new database solutions.
  • Prepare data for internal and external use.
  • Execute special projects and general research as necessary.

  Skills We're Seeking

Strong analytical skills with experience in performance tracking and management.

Familiarity with databases and database development.

Experience in city and/or federal government and familiarity with procurement, contracting, and finance administration is a plus.

Flexibility to meet multiple and unpredictable demands.

Ability to work independently and as part of a team. Has initiative, persistence, and positive attitude.

Familiarity with anti-poverty policies and programs a plus.

Highly organized and detail‐oriented with excellent oral and written communication skills.

Familiarity with the City of New York procurement and contracting processes is a plus.

  Education and Experience

Master's degree in public administraton, buisness administration, or related relevant degree preferred with 1-year relevant work experience;

or

Bachelors degree with 5 years relevant work experience.
