Advisor (Connections to Care)

NYC Opportunity manages a dedicated annual Innovation Fund and is partnering with several different units within the Mayor’s Office and city government to execute special projects. One of these projects is Connections to Care (C2C), a $30 million public-private partnership overseen in collaboration with the Mayor’s Fund to Advance New York City and the New York City Department of Health and Mental Hygiene (DOHMH) that is testing the integration of mental health support into the work of community-based organizations (CBOs) serving low-income and at-risk populations that struggle with unmet mental health needs.

As part of the Programs and Evaluation Team, the Advisor will coordinate the design, implementation, program management, and evaluation for multiple NYC Opportunity initiatives and projects, including dedicated support to the C2C project. For C2C, the Advisor will play a key role in fundraising, funder relations and Learning Network activities, and support program implementation and fiscal and programmatic oversight.


  Responsibilities

  • Coordinate C2C fundraising and funder relations activities, including drafting communications with funders and potential funders and tracking the schedule and requirements of reports to key stakeholders including the federal Corporation for National and Community Service and private funders.
  • Support the coordination of the C2C Learning Network with all program providers, partners and stakeholders, including planning events, drafting communications materials, and coordination across a wide range of partners.
  • Support C2C Deputy Director in fiscal/grant compliance oversight, including review of CBO fiscal reporting, payment processing, expense tracking, reviewing annual closeout analysis, and providing administrative support in the transition to city contracts.
  • Provide assistance to the rest of the Programs and Evaluation team and the 5-person C2C team, and connect cross-program issues.
  • Monitor City agency progress in implementing programs and collecting relevant data for performance management and evaluation purposes; Analyze and assess data indicators for programs.
  • Participate in the preparation of summary data reports, case studies, and research briefs to inform programs and policies addressing poverty and related issues in New York City.
  • Manage external evaluators in developing, implementing, and finalizing evaluations, and disseminate evaluation findings and other lessons learned to various constituencies.
  • Develop and foster productive working partnerships with policymakers, government agencies and departments and partner organizations.
  • Respond to rapid research requests into program and service areas, effective research-based practices to assist low-income populations, Mayoral policies, State/Federal anti-poverty programs, and other areas as needed.
  • Execute special projects as necessary.

  Skills We're Seeking

Experience with program management, evaluation, mointoring, research, communications, and public policy related to health issues, poverty and disparities.

Understanding of analytic and evaluative principles and concepts which includes the ability to analyze and recommend policies and procedures.

Ability to think creatively, embrace new approaches and pioneer innovative solutions to intricate problems, while working collaboratively with a diverse constituency.

Self‐motivation to guide a project through design, execution, and completion while engaging the support of the team/ management.

Ability to establish productive and collaborative relationships with all levels of staff, inside and outside of the city and other governmental and non‐governmental agencies.

Highly organized and detail‐oriented.

Excellent oral and written communication skills

Experience in government a plus.

  Education and Experience

Bachelor’s degree with at least one year relevant work experience.
